Meeting Demand to Grow Our Economy
The Gorham Industrial Park is the 4th largest industrial park in Southern Maine, encompassing 462 acres of industrial-zoned land. Established in 1979, the Park is home to more than 60 businesses across construction, manufacturing, telecommunications, energy, and textile products.
The most active commercial sectors within the Gorham Industrial Park account for approximately 40% of employment in Gorham, providing hundreds of jobs across a wide range of industries and skill levels.
With easy access to regional transportation corridors, the Gorham Industrial Park allows businesses to invest, expand, and compete in regional and national markets. Gorham’s ability to capture industrial demand in key growth sectors—such as construction, warehouse distribution, and food and beverage production—generates substantial tax revenue for the Town.
A diversity of lot sizes and site configurations also provides flexible options for small and growing businesses to meet their operational and commercial needs.

Park Expansion
Gorham continues to grow as it remains an attractive destination for people seeking a balanced mix of village community life, open space, quality schools, and services.
To meet the demands of a growing community, the Town’s Economic Development Strategic Plan proposes a strategy to capitalize on both industrial opportunities and the locally focused industries that enhance Gorham’s quality of life and support a resilient economy. A key aspect of this strategy is to expand available commercial industrial land in ways that build on the past success of the Gorham Industrial Park. By meeting the region’s demand for commercial industrial land, industrial expansion can serve as a major contributor to future economic growth in Gorham.
The Gorham Industrial Park West Campus is a 141-acre economic development initiative launched in 2020, following voter approval in November 2019 to develop the land for commercial industrial use. Since then, the Town has acquired and subdivided the property, established a design steering committee, completed engineering and permitting, constructed new public infrastructure, marketed and sold multiple lots, and in 2025 entered into a major purchase and sale agreement with Amazon for the remaining large parcel.
The GIP West Campus project occupies two large parcels: Map/Lot 30-1 (93 acres) and Map/Lot 29-1 (48 acres). The land was previously owned and operated as farmland for several years by the Rines Family prior to being purchased by the Town.

Timeline
1986
Comprehensive Plan Updates
- Both parcels were included in land identified in the 1986 Comprehensive Plan as area for expanding the Gorham Industrial Park.
1999
Zoning District Changes
- Following guidance from the 1993 Comprehensive Plan, the Planning Board voted affirmatively to expand the Industrial zoning district to add both Rines parcels to the Industrial zoning district.
2019
Public Referendum & Land Acquisition
- In September, Town Council advanced a $5.9M referendum specifically for:
- $4M land acquisition of two parcels (93 & 48 acres) from the M.P. Rines Trust.
- Up to $1.9M for design work and initial infrastructure costs.
- Voters approved the referendum on Nov. 5, 2019.
- The Town commissioned engineering firm Woodard & Curran for conceptual subdivision and roadway designs.
2020
Engineering, Commercial Brokerage Services and Steering Committee
- A Request for Proposal was issued for engineering, design, permitting, and construction inspection in November 2019. Milone & MacBroom (later acquired by SLR Consulting) was selected for the project.
- An Industrial Park Steering Committee was formed to include Town Councilors (Pratt & Hager), business expertise (Owens McCullough, Sebago Technics AND Jon Smith, Great Falls Construction), Gorham Economic Development Corporation (Todd Chase); and a representative of the Shamrock Drive neighborhood (Anne Bilodeau).
- The Steering Committee approved an internal road concept for the development, which encompassed both parcels and proposed the creation of 17 commercial industrial lots of various sizes.
- An RFP for Commercial Marketing & Brokerage Services was released in August 2020. Following the recommendation from the Steering Committee, the Town Council voted to award the contract to Malone Commercial Brokers in December 2020.
2021
Subdivision, Permitting & Roadway Construction Launch
- Planning Board reviewed preliminary subdivision plans (17 lots).
2022
- The Town received $1,000,000 in FY20 Congressionally Directed Spending funds through the support of the Maine Congressional delegation. Funds were to be used for road construction costs for the new development.
- The Town received a Maine General Permit from the Army Corps of Engineers in October 2022, authorizing temporary stream and permanent wetland impacts.
2023
- Final subdivision approval was granted by the Planning Board in February; the final subdivision plan involved the southern parcel (M/L 29-1) only, as rising construction costs limited the scope of the project.
- The Town received its Site Location of Development Act (SLODA) permit from the Maine Department of Environmental Protection in April 2023, for the southern parcel commercial subdivision.
- In June 2023, Northland Enterprises LLC issued Request for Bids (RFB) on behalf of the Town of Gorham for the construction of the public roadway and associated infrastructure entering the new Gorham Industrial Park – West Campus. Northland served as a consultant to the Town during the bid period and contractor selection process for this RFB.
- In August, Shaw Brothers Construction, Inc. was selected as the winning bidder ($4.9M) for the road construction project. Road construction began in Fall 2023 and was completed in Summer 2024.
Park Expansion
East Coast Communications (SOLD)
- 2022: Letter of Intent from ECC received in May 2022 to purchase Lot #2 (4.5 AC) for $450,000.
- 2024: The buyer closed on the purchase on July 22, 2024, following the completion of road construction extending Cyr Drive to service the lot.
Northland Enterprises (SOLD)
- 2021: Letter of Intent to purchase Lot #1 (15.5 AC) was received in December 2021 for $900,000. The buyer terminated the LOI in November 2023.
- 2024: The entered into a Purchase & Sale Agreement with Northland Enterprises in September 2024 for the purchase of Lot #1 (15.5 AC) for $1,100,00.
- 2025: The buyer (These Pretzels are Making Me Thirsty LLC) closed on the purchase on August 13, 2025.
Equipment East (TERMINATED)
- 2022: The Town entered into a Purchase & Sale Agreement with Equipment East in April 2022 for the purchase of Lot #5 (7 AC) for $450,000. The buyer terminated the Purchase & Sale Agreement in June 2023.
Bisson Transportation, Inc. (TERMINATED)
- 2023: A Purchase & Sale Agreement was signed in November 2023 for the purchase of Lot A (52.5 AC) for $2,775,000.
- 2024: The buyer terminated the Purchase & Sale Agreement in August 2024.
CORE X Partners, formerly RLS (EXPIRED)
- 2022: A Purchase & Sale Agreement was signed in October 2022, for the purchase of Lot B (41.4 AC) for $1,900,000.
- Buyer received Planning Board approval (January 2024) to construct a 106,000 square foot cold storage warehouse building, to include freezer warehouse space, office space, cold docks and equipment storage.
- 2024: The Purchase & Sale Agreement expired in December 2024.
Amazon.com Services LLC (IN PROCESS)
- 2025: A Purchase & Sale Agreement was signed in August 2025, for the purchase of Lot A and Lot B (93.9 AC) for $4,000,000.
